First pass should have been communities without any posts (or members other than the maintainer) yet. Flag those communities with posts that otherwise meet the script's criteria for human review.
This would have 100% prevented this snarl. It's exactly what a "transparent, responsive, forward-thinking journaling site" should have done, at minimum cost to the process which was being initiated in response to a legitimate problem.
